The kerfuffle is purely of his own making. If he hadn't kerfuffed, the car would have been towed away quickly and efficiently, allowing a disabled motorist to park in the designated bay.The man is clearly a bit loopy and definitely in the wrong, but there's a point where the police have to apply common sense and let him keep the car.
If they're towing it for causing an obstruction, but he's there trying to take it, surely it makes sense to let him have the car and simply fine him as per the FPN?
I appreciate it's "letting him off" and it winds me up, but it's biting of your nose to spite your face to keep him there on principle.
