I've seen a reg dealer be able to sell an unissued number for less than the dvla were asking for it.

DVLA plates start at £250 inclusive of VAT and the DVLA £80 assignment fee (example of T19 FSF linked).

Plate companies show the same T19 FSF plate at £179, but you then need to add VAT (£35.80) and the DVLA Transfer Fee (£80) bringing it up to £294.80 - this is how they make their profit margin.

You then have additional costs on top:

- Cost of plates - £20
- Insurance fee - £20

So you're looking at a base cost ranging from circa £290 (DVLA) to £334.80 (Plate companies).

You'd expect the OP to have bid higher than that, I don't think £400-500 was an unreasonable ask from the seller, but the seller might as well of countered with what price he was looking to achieve.
