Jeez, that is properly rubbish luck. Given you've been down the E36 road and know how it can be improved to your liking, I would have thought the Z4 3,0 coupe could be a great base. First stop - some decent aftermarket dampers, better brake pads/fluid, ditch the CDV. Try it out for a while and continue with the little tweaks that seem to be necessary to get an E36 up to scratch.
But, then you could get £13-15k into a Z4 and it won't be as good as the Cayman you'll have to sink £12k into....
I expect Cayman with a proper Hartech treatment (get them to chuck in a lightened flywheel for added zing?) will be the answer for the long term.

The 328 looks like a cool, retro, fun, yet sensible option. Isn't Vanos the only niggle?
I briefly wondered about the Z4s too. Although they seem to suffer various issues. The cost of the failing steering is rather immense. Sadly it seems that many interesting cars are ruined with shady engineering. I mean character.

moose - I feel your pain re. finding something that fits those criteria. You're left with pretty much only three candidates for under £20k (not including bitsa / projects / Dr Frankenstein-job) imo and all of them have potential for serious donkey-bork:
If we're talking MR2s with V6s, I have some experience there. There's a video on yewtube that got me thinking about a V6 MR2 back in 08 (rather more time, slightly less cash). I like the SW20 but I wanted something a bit different (more angular and rusty... )to all the hoards of imports. I still need to get around to a proper thread but this is the result:
I like that its a bit different and despite being frankly a bit dangerous (rickety + uncouth x (1980s build and safety features x quad cam V6) = liability) it get ignored for being small and Japanese / smiled at for being old and has a certain surprise factor (sounds like aircooled pork spliced with TVR when on reheat). You're still promised a drive and it might be for sale soon. Ran it as an only car for a year and would suggest that is a bit extreme, mainly for your license and other innocent bystanders. Doesn't have that well-oiled, precision engineering feel to the car itself or the main controls, but there's scope for improvement (and a certain satisfaction in adapting to its foibles as it takes concentration and commitment to drive at anything above a canter). Plus its quick and sounds mad. Overall, it's compromised but fun
I really like the idea of a sorted E-dirty-tricks 328i (not bothered by the Sport model as the premium is nuts and most are abused from what I've seen) plus an Elise / Exige type car.
Like moose I'd prefer some peak-pork-like primary controls engineering, a great 6 / 8 12 cylinder engine and a nice chassis. As a second car, the Exige S (or even Evora) would be the ideal for me this side of RS pork / exotic classic, but I'd have to live in it at this stage!

You've got to do this - they are just unbelieveable cars, everyone needs an E34 M-er. That S38 is a thing of wonder, it's as cool as an igloo with no central heating, they come in colours like Avus or Daytona, you'll want to go to Paris and chase baddies, old M5s want to wage war on 911s and 355s, a saloon isn't super without a 'Ring handling pack, etc etc.For Gods sake don't actually do this!
