Yep. Parish councils should be banned. And I have a cat as well.

30 mph or 35 mph, if a cat bursts out of hiding at the last minute to dash across the road, its got a good chance of becoming flat.

Or, more cat lady types moved to the village and by way of higher cat population, statistically a few more get pancaked. Nothing to do with the speed, all to do with more cats.

maybe all the cats should be forced to take a road awareness course, would be a nice little earner for the council as well

They didn't listen to the squirrels why would they listen to a speed awareness course

I agree, but I am quite sure the football fans scensoredg in you area would be fined if caught, same as a dog owner if they let their dog scensoredt without picking it up.
However I have never heard of the cat owners who let their 'pet' roam free; not seeming to care where they scensoredt being fined.

Especially the repeat offending Siamese thing that frequents my neighbourhood.
What cat owners need to do is neuter their cats. It means they're less likely to roam, though mine still does, and it certainly means they're very unlikely to go crapping all over the place. Cats are normally very tidy and bury their business. What gets left lying around is generally left by un-neutered males.

Cats hate the smell of citrus fruit. Leave sliced citrus fruit or citrus peel in your garden and it might keep them away. Squirting something like lemon juice might be more effective than just water as not all cats are bothered about getting a bit wet.

Bear in mind as well that mess blamed on cats or dogs can often be other wild animals like foxes.
