That said, I have driven in most European countries, and in US and Canada, where they would p*ss themselves laughing at the way UK motorists are made to pay for parking. But as I said this could be a factor when living in an overcrowded little island like the UK.
Here's one to make the blood boil....... Our area (North Norfolk) has pay and display car parks for which you can buy an annual season ticket (I'm sure others must as well). Anyway, our local minister parked in town to 'officiate' a funeral (she had been delayed in traffic, parked hastily and forgot to display the ticket). She received a penalty charge, and wrote a letter of explanation, (and don't forget, she had PAID for a valid season ticket, valid for 3 hours of parking that day). They refused to move at all saying she had committed the offence of not displaying. Lets hope the council official "goes downstairs" when his time comes.
How does one stand on this matter legally? I guess breaching the 'rules' for not displaying, but there has been no overrun of parking time, and the fee has been paid (which indeed they can check with their equipment before issuing ticket).

The current system rewards councils for levying fines. That is obviously a perverse incentive. It's pointless blaming them for behaving the way that they do when the rules of the game have been set up to encourage them to generate revenue from issuing fines. The "reward" for managing local parking problems should be the absence of a central government bking and votes at the local council election. Fines should go to central government with no kickback or reward of any sort to the authority that levied them.
What can one say, the three minute window is to allow for slight variations in the accuracy of peoples watches or other devices that tell the time and now two wrongs make a court case.
This is exactly the sort of situation where both parties need a slap, The OP for being late and the parking drone for not following the rules correctly or being allowed any discretion.
The huge paperweight that the council sent is all about trying to intimidate the OP into backing down rather than having their behaviour exposed to the harsh light of day in court. For where things are now I would take the day in court and see where it goes, we look forward to the outcome.

You are probably correct in stating that the menaces councils use in these matters are directly intended to intimidate motorists into just paying up, rather than (arriving at a just conclusion) challenging what in many cases is dishonest behaviour on the part of the council, But where courts are concerned usually the only winners are the lawyers.
