Is this an old repair or a simple idiot bumper-parking?

Got same thing & know it was repaired a,couple of years ago. FWIW I think someone nudged it recently & helped it along!!

On said Merc it was a new bumper, sadly

I would say from the orange peel its a bad repair that may have had a nudge to make it worse.

I'd say it's been painted badly without the additive to make the paint flexible and then it's been nudged and the paint has cracked.
