I've hired over 40 cars all over Europe over the last 20 years and have never taken a counter part with me....what a non story!

Given it's been nearly 20 years, I don't think there will be any wholesale 'forced' upgrade - just as and when a replacement or renewal (at 70) is needed. It's not a mandatory ID card so there's no real benefit to a mass transfer, the systems already work, and there would be the downsides of huge cost, logistics and the inevitable screw up of such a project.
