Those horses looked like they knew what they were doing. It may well have been a horsey person driving past in the red car. There's an argument for getting past quickly at a distance rather than hovering by slowly spooking it.

That's what I said - its a horse its liable to do all sorts of things, as I said you can see them spooked just by approaching them slowly especially in a diesel. Switch off wait for it to stop circling.
Is it better to hover slowly past and spook it or go past at a distance quickly so it's not bothered?

I already said all that and which I'd try to do (none of those).

In any case, since when does one determine (and commit) that the road is clear 10 - 15ft *before* the junction?

Perhaps they didn't have their POLITE NOTICE vests on? It didn't look like a close pass but I can't imagine I'd like someone to pass me on a horse iif they're doing 60. I've never been on a horse though!

While some are quoting the Highway Code, I think the most relevant rule is:

- do not allow yourself to become agitated or involved if someone is behaving badly on the road. This will only make the situation worse. Pull over, calm down and, when you feel relaxed, continue your journey.
- slow down and hold back if a road user pulls out into your path at a junction. Allow them to get clear. Do not over-react by driving too close behind to intimidate them.
