You might want to read rule 215.
You can get a spooked horse at any time. You only have to see them going through a village suddenly decide they're going to do the circly horse thing while everyone stops, switches off engine if diesel and waits to see where the rider ends up
Those horses looked like they knew what they were doing. It may well have been a horsey person driving past in the red car. There's an argument for getting past quickly at a distance rather than hovering by slowly spooking it.

In any case, since when does one determine (and commit) that the road is clear 10 - 15ft *before* the junction?

It didn't look like a close pass but I can't imagine I'd like someone to pass me on a horse iif they're doing 60. I've never been on a horse though!

My practice, which I think is consistent with the Highway Code, for overtaking horses is to slow to the slowest speed that the car will comfortably do in 3rd gear (say, about 18mph) and pass with the least engine noise possible. A lot of people seem to drop a couple of cogs and drive past reasonably slowly but quite loudly.

While some are quoting the Highway Code, I think the most relevant rule is:

Rule 147
Be considerate. Be careful of and considerate towards all types of road users, especially those requiring extra care (see Rule 204).

  • you MUST NOT throw anything out of a vehicle; for example, food or food packaging, cigarette ends, cans, paper or carrier bags. This can endanger other road users, particularly motorcyclists and cyclists.
  • try to be understanding if other road users cause problems; they may be inexperienced or not know the area well.
  • be patient; remember that anyone can make a mistake.
  • do not allow yourself to become agitated or involved if someone is behaving badly on the road. This will only make the situation worse. Pull over, calm down and, when you feel relaxed, continue your journey.
  • slow down and hold back if a road user pulls out into your path at a junction. Allow them to get clear. Do not over-react by driving too close behind to intimidate them.
