OnStar is an optional system with many functions. For instance in the event of an accident it can contact the emergency services or you can get directions to a specific location.
In this case it was used to prevent the progress of a stolen vehicle.

It's in no way mandated by law - GM offers it as a paid luxury.

How does that in any way encroach on freedom? Especially since it's in no way mandatory.

Didn't Jeremy Clarkson's Ford GT have some sort of remote immobiliser that kept fking up?

This could be done easily with appropriate technology - but it would be political suicide I imagine so probably will never happen.
Anyway appropriate means of secure radio signal to car - reduces engine to idle only - so brakes & steering still work but no acceleration.
Even easier now many cars are on an electronically driven throttle.

I experienced something similar abroad on a Go Kart track abroad - incident on track they had a radio system that reduced all karts to low speed - I have to say it worked really well.

We are way beyond a common market now, and endless senior bureaucrats have all made decidedly federalist remarks. Added to these are the constant 'Britain cannot alter/vary/block' comments that you seem to have missed.

All Astons are fitted with a factory tracker that can be shut down on a police order by the tracking company. The system works in a specific way that prevents it being shut down in what could be a dangerous situation.
