I'd go for the traditional Chav attributes of pretentious and delusional rather than dyslexic myself. Pretentious in thinking it's OK pretending that a number 7 is the same as letter T to attempt the impression they have a registration plate of some consequence and delusional in thinking that anybody who sees what they've done will think it's worked.

Or very possibly the Platee was permanently excluded from school before the English remedial class had any influence on their comprehension of the difference between numbers and letters.

Either way, substituting letters for numbers in a risible attempt at spell something speaks volumes about anybody prepared to even consider it.
