It's not c124ppy - it's just illegal Traditional plates for vehicles constructed before 1 January 1973
Vehicles constructed before 1.1.1973 may display traditional style “black and white” plates i.e. white, silver or grey characters on a black plate.
The plate may or may not have been originally allocated to a vehicle constructed before 1/1/1973 but it certainly isn't now

It's on a rolling 40 years nowadays. In 5 years time cars from the 80s which never were able to be black and white will be able to display them legally!
