Maybe it is supposed to (somehow) read V EIGHT O? Unsure.
The Volvo next to it looks like it has a bodged plate too - WD55 BBV, made to look like B8V? Again, no idea why anyone would bother to do that. The red Cavalier with spoiler and normal plate gets my vote
