Trouble getting UK car insurance for Spainish owner.

My father has retired to Spain, and has taken Spainish citizenship. He has a flat and car in the UK for regular trips back. Although he has a clean licience and 20+ years no claims he cannot find insurance for his UK car. It's a jag XF but as soon as he discloses he is a Spainish citizen and has a Spainish driving licience, insurers are telling him they cannot offer cover (including his previous insurer). Any advise or suggestions that can point him in the right direction will be appreciated, thanks..
