Is it possibly because people have been abusing the system?

I've seen a number of threads across various forums where people looking to buy a private plate attached to a car, track an old car they used to own, etc, and you always get people suggesting they can just get the details of the garage / MOT centre on the .gov checker and call them or the garage and ask them to either put you in touch with the customer, try to get their customers details, etc.

Probably not what the system was intended to be used for.
