Also how moronic are people, look at the way at https://youtu.be/P9zzndPnya0?t=3m38s the car just rolls off to the side. It's litearlly rolling away, how can people not stop and check on the driver incase they're having a stroke or something. Honestly.

If I think someone is an idiot on the roads I let them get on with it and keep well away.

I recall a television programme with Danny Baker where he showed old television clips including one of a school headmaster and an interviewer in the 1960s talking at great length in very posh accents about fags. Annoyingly I can't find it anywhere. I have found this from South Park though.

It's specifically referred to in the Highway Code only in relation to motorway rules (Rule 268) and, more generally, undertaking on the left when a vehicle is signalling to turn right. Even then is a 'should not', not a 'must not'.
