Very, very unusual. They not regular police but are a para-military national guard in a similar mold to the French Gendarmerie or Italian Carabinieri. The Guardia Civil are highly politicised and the ones causing all the grief at the Gibraltar frontier over the last couple of years and even caused a few diplomatic incidents.

There are two videos where he has encroached on the centre spot of a mini-roundabout to manufacture an incident out of oncoming traffic when he is turning right.

What a tt - on the wrong side of the road overtakign parked cars, not at the pinch point of which the other driver is safely through, yet they stay on the wrong side of the road and deliberately force the other car to stop.

There is about 3 miles of cones/contraflow and the work is all concentrated in the middle of the stretch were a bridge over the road is being replaced, so there's only workers present over a short stretch most of the time.
