So basically he got away with it. A fine that he might eventually pay at £1 a month or something and they ban him from driving. He doesn't seem like the type that cares about a ban and will likely carry on driving regardless. I've no idea how you stop this kind of thing unfortunately.

Am I the only one suffering from dash cam xenophobia?

I find the foreign (esp. Russian) clips a bit repetitive - it's just car after car crashing into each other for no apparent reason.
