Not normally, no. The lights are fiddly on Meganes and a pain but there is an access port from the wheel arch and you can change them by feel if you know what you're doing.

Some cars do have quick release headlamps - 00-07 Mondeo and Volvo S40/V50 are two which spring immediately to mind.

Interesting (or not?) experience I've had recently; my partner's car had a bulb out the other day. I popped the bonnet and pulled off the 'dutch cap' to get to the bulb holder. When I touched the bulb holder the light came on so I tucked the cap back on and left it. A few days later the Mrs reports that the bulb was out again. Took the holder out and wiggled it but no joy. New bulb was easy to opo in but the holder was a right pain to get back in...appers to be ab kind of twist fit but no obvious tabs and no obvious way it has to go in. Access initially was easy but it's still almost out of sight in the wing and awkward to twist your hand round to when you need to try and get it to seat properly (2004 Clio) way easier than the Astra, though, on which you have to go in through the inner wheelarch cover.

Anyone who thinks that foglights are not brighter to look at than dipped beam headlights (which dip the beam downward deliberately) is either blind or is clearly a few sandwiches short of a picnic.

Or, they are just throwing up random arguments to excuse their own use of foglights (with no fog in sight), because they mistakenly think it makes them look 'cool'. (Like handbrake turns and 12yo girls!!)

(It doesnt BTW - it makes you look like a complete cock).
