No manufacturer will warranty a repair by a non franchised/authorised repairer anyway. If the car was younger and you wanted to push down the paint guarantee route (not really applicable here), you'd need to prove it was a BMW repair that had failed not a "Fred in a Shed" type repair.
As others have said, take it to a trusted bodyshop and get a proper diagnosis, we're all trying to second guess it from photos.

There is only one solution, you need to remove that paint layer completely and respray.
I would think it unlikely that anyone other than yourself is going to be paying for that, it's definitely a result of a poor (non factory) paint job, generally the paint has been applied too thickly / too rapidly so the top coat skins over sealing in the as yet still not properly dry base layers.

If the lacquer has crazed and reacted it is most likely a reaction between the lacquer and the lacquer activator - cheap product or not allowed to adequately cure / painted in poor environment - actually very common.
Never heard of over loading a panel with primer or filler - sounds like rubbish to me (I can paint cars). Because lacquer will not react with the base coat it sits on, it creates its own skin which seals off above the base coat.
Filler, primer and lacquer are all plastics - paint may be as well not sure.

I had the bonnet and bumper done on my car one year ago, BMW wanted £3000 for the work. Got a bodyshop to do it for £1000. They cracked the windscreen when they did the work, they said that it often happens and that it was my responsibility. If the screen needs to come out check it with them first.

Why would it often crack the windscreen doing that sort of respray? And why would it be your responsibility if they have done it?? Sounds a bit odd? Robbo 27 said:

£3000 for bonnet and bumper seems outrageous for me. Even £1000 sounds expensive. Paul_B said:

If the roof is getting done, especially if there are any repairs near it and depending on the type of screen seal, its better to take it out- they often crack when being removed...I've used Denmark Coachworks in Egham a couple of times over the years. Excellent work and not over the top price-wise despite them doing work on some very expensive cars for some famous local dealerships.

Where do you park it during the day?
Is it next to a high wall with a footpath or shops behind?
The ONLY reason I ask is that may years ago, the wifes car sufferred similar damage when somebody used her car as a shortcut ramp to navigate through a car park.
She was running late and the space concered was suspiciously empty considering the time of day. She later found out that other people knew to avoid it as schoolkids were using it as a rat-run shortcut.
The scrapes were from grit stuck to the bottom of their shoes.
It just 'looks' very similar.
