It was the same offer. About 7% of the listed price. The car had already been discounted but the second dealer found a way to make me a customer by giving me a 3% discount. Usually a stupid offer is met with a flat no.

It wasn't just one. It was a handful. I only used him as an example of the lack of interest. I was thinking of swapping my bike and went to see and ride a couple of secondhand bikes. No follow up calls. Crap trade in offered on my bike. There was one dealer who was very good. I'm still thinking about the deal offered. My point was only that salespeople (I thought) get financially rewarded for sales and so I would expect them to make the running and try to make a deal happen. It seems odd to me that so many don't seem that interested in getting a deal closed.
