Hands down, the best performance you're going to get, especially on a budget, is gonna be from a BIKE.
Personally, I'm a big fan of classic Honda '80s four-cylinder stuff, which could be the DOHC-4, or even the V-four or the Gold Wing boxer-four power-plant. They're all quite awesome. And still available for a decent price.
There's a heck of a lot of potential for customization, if you're a gear-head, which can be done with a minimum of tools or even expertise. Just a whole lot of very cool stuff we can do with bikes in this age of the 'net and eBay etc. Not to mention the cheap & freely available power-tools.
I suppose you can get into more power and better handling with just a turn-key acquisition if you get into the later crotch-rocket type of stuff. But the classic bikes just have ... Well if you can appreciate classic CARS at all, there's the same trade-off! Ha-ha. I don't need to explain it to YOU, do I?
But there's one thing clear across the board, is that for sheer excitement and being involved in the experience of it - "in the wind" as it were, strapped onto the engine if you wanna put it that way - A BIKE will always provide the greater thrill. I dunno, maybe it's just me, but sitting on a bench seat like a couch-potato on the sofa, viewing the world through the "screen" in front of you? Too easy to slip into a disassociation from the environment, as though it's all on TV. And I don't think that's just me, heck the folks out there with the cell-phone in one ear and a soda-cup in the other hand, putting on make-up in the rear-view-mirror etc - I think there are a LOT of drivers out there who might be more aware of their surroundings if you sliced off the top half of their vehicle, knocked out the windshield, tore off the doors, put some viewing ports in the floor, like a glass bottomed boat. Ha-ha.
I mean, to each their own. But I'm sure if you took my advice, you'd thank me!

I've owned a RB5 for a very long time and still love a blast in it. The only problem with Impreza's is they are incredibly capable and tuneable so once the upgrade cycle starts it never seems to ends. My car is pretty mild with 355bhp but its enough to propel the car along at a reasonable pace.But min 230 bhp and 4 wheel drive...and all that ''bbbrrrrrrrrup pffsssst'' down the country lanes.....

They are unbelievable value and offer performance well beyond most of the cars discussed in this thread.
