Drivers pulling out from side streets not looking/giving way

Today I was driving at 30 in a 30 zone about 10 yards from a side street to my left when a driver pulled out at speed without even a glance to see if anything was on the main road.
Had it not been for the fact he was moving fast I would've surely hit him. There was no way with the trees that he could've known in advance how close I was. I gave a blast on the horn and got no reaction from him. Driver behind me shook his head.
The culprit then sped off.
In fact I've noticed a lot of drivers failing to give way correctly when pulling onto main roads. I was taught not to pull into the main traffic if it would cause someone else to slow down.
I know sometimes we can misjudge a cars speed, but sometimes it's too close for it to be a mistake.

The most annoying thing is most of them slow down, look and then just pull out anyway - WS! Then they usually potter along at about 23 mph (if it is a 30 limit) until they decide to turn into another side road!
I think it is my current Number 1 irritating driving habit, even more than hand-held mobile usage!

Had this happen to me on Saturday with me and my daughter in a Volvo XC60, so it's the size of a fking house and has retina burning DRLs. He couldn't possibly have missed had he bothered looking. It's a bit of road that absolutely always has oncoming cars on the right due to parked vehicles too. This annoys me so much when they pull out and doddle. I honestly dont mind when they pull out, realise they have fked up and boot it up to 30. Although I must admit when im in my Shogun i respond to being pulled out on like an utter cock nozzle, That car is way to easy to drive aggresively . I like to think ive atleast given them a hint that they did something wrong when I wait until im about 1m off there bumper to brake, occasionally with the horn fully active. Especially funny when its a little Aygo or 108 type car that I could literally drive over if it comes to it. I am guessing you passed your test before the mid '90s because I am pretty sure no one has been taught that for the last couple of decades.The modern version appears to be, don't pull out if they other driver cannot do an emergency stop in time to avoid you. With the additional rule that if the car in front got out so can you.

It absolutely infuriates me how some road users react around blues, especially ambulances. 60 seconds out of your day to move over and make room for them and you could literally save a life. Some people are just entirely oblivious to whats going on behind them or even try to exploit the space that other road users are making for you, it really boils my piss. Ive had to ride in the back of one of your vans on multiple occasions and have the utmost respect for what you guys do. ...Which looks like this:

Actually I passed my test in 2005. My instructor was very old school. The modern version appears to be, don't pull out if they other driver cannot do an emergency stop in time to avoid you. With the additional rule that if the car in front got out so can you.
Indeed this modern version is in need of becoming part of the driving test and the highway code.

Of course, but that doesn't give them the right to do it. They do it because they know you will brake.
If someone on the main road couldn't break in time or decided not to, the other driver can't say they have a right to pull out in front of people without being hit.
It certainly is my current biggest gripe.
