CAT D, front bumper bar, can it be fixed?

The repairer says he has welded and rebolted the bumper bar.

Is he trying to con me or is that possible?

That thing has crushed so much you cant carry people in the back who still have legs.

Do you mean he's not replaced the damaged parts, but has straightened the damaged parts and welded them? Or that he's replaced the damaged parts and bolted/welded the new parts into place?

The first is definitely not OK, the second is what I'd expect from a Cat D.

I´d be more concerned about bent chassis legs - it looks like (especially the near-side) they could have been deformed and repairing that is a big job.
