Struggling to drill through stainless steel bolt

As mentioned, you've probably got it a bit too hot and hardened the surface, now the new drill bits are just rubbing and loosing their edge instead of cutting.
What you need when drilling is slow speed but plenty of pressure - I'd suggest if that's still not cutting then try something like the multisurface bits from screwfix, they're basically a carbide masonary bit but with metal cutting geometery - these will cut slower as they need more force to feed them but the carbide will chew through any work hardened skin.
