I think every politician who voted for this should be filmed 24-7, including every time they take a shower and go to the toilet, then the footage should be posted on the Internet. I also hope they're the first victims of these new "powers" and the hacking and misuse that'll no doubt result from them. Utter scumbags.
The bill is so badly worded, the ISPs don't actually know what they're supposed to be logging. There's plenty of info on it from Adrian Kennard (of Andrews & Arnold - an ISP) in his blog - www.me.uk.

Yup, already had a tor+secure VPN set up that I use every now and then for 'reasons'. I'm going to make a point of using it permanently for all non-ping intensive tasks from now on simply as a form of silent protest against this horrendous encroachment on to public privacy. Doesn't matter, no need to watch them. It's become apparent, IMO, that we're governed and have been for decades by many hundreds of corrupt perverts, child abusers, liars and thieves. Some of them are all of that.
The problem is that when anyone is under threat they close ranks and protect their own, we've seen a lot of that recently.

Yes, originally they did propose to outlaw Encryption. They quickly got blown out of the water when it was pointed out that encryption is pretty much required on the internet for many very legal uses; and it would destroy business to remove it. I doubt that there will be significant uptake of Tor + VPN. People are just too lazy, they'll moan a bit about privacy and continue to use internet as they were, in huge majority of cases. People who actually want something to hide, can do it so easily that it's not even funny. Hugely costly exercise led by people who seemingly don't understand first thing about security.
