Whoever it is, obviously likes a flame pink 90's Vauxhall....and under the cover is a blue Vauxhall 'Midi' Van...on which the tarp seems to be replaced periodically.....The parking space immediately to the right always has a slightly more modern Vauxhall of some sort parked adjacent, so I assume remains an avid fan of all things Griffin related....
Feel sorry for the residents of that cul-de-sac personally, what an eye sore....

That was my thought too, but in 1992 the only Proton would have been a Saga (unless my brain has omitted something) and that's definitely not one of those.ETA - a quick Google isn't showing me any version of the Proton badge that looks like that...
