ny idea what the badges on the grille are? Assumed it was some sort of local council/govt vehicle, but doesn't sound like it?
The one on the left grille looks like a BRDC badge, not sure on the otherClick on the image to make it full size and you can read them clearly.

Ok, I am confused - what is the deal with this plate?

'A History of Motor Vehicle Registration in the United Kingdom' by L.H.Newall (page 123) says FU* plates were issued between March and April 1939 by County Council of London, but "FUC not alloc[ated]." (If I am reading it correctly, of course.)
I am therefore confused!
I may want it because I am a child but £4k opening bid seems pretty strong... lol
It should be the other way around, ie *UC plate, not FU*. My reference shows that EUC was issued, followed by GUC, so omitting F. UC on its own was issued in 1928.https://www.mathewsons.co.uk/auction/lot/lot-76-11...

Perhaps it is a later DVLA auction issue but I'd be surprised if they'd issued that sequence.

Mathewsons have said they only have the Retention Certificate in-hand and no other information, so presumably one bids on the basis that the original seller is all legit and didn't completely create a certificate in photoshop... lol
I feel the opening bid price is strong, but then most of Mathewson's opening bid prices seem strong to my eyes, but if it is potentially a rare thing, then... maybe.
If I was going to bid then I'd be more comfortable with a lower starting price and then bidding up to that sort of level, especially when it's just an online auction so (AIUI) is entirely automated and requires no human input therefore no real time/costs/labour that would justify a higher price to deter 'try it and see' less serious bidders.
IMHO, obvs. lol
