Nope. It has much more in common with the 037 than any Delta.
Everything evolved from the 037 - engine, chassie, suspension, you name it. Its basically a 037 + 4WD & turbocharger, with a Delta silouette body (good marketing).
There was even early development cars in the form of 4wd 037's.
Go figure!

I would also add, test mules are often not as they're intended to eventually look like and will potentially use what is already at their disposal thats otherwise become old hat.

If the 037 was based, very loosely, on the Monte Carlo (137 designation) then was the designation for the Delta 138?.It has much more in common with the 037 than any Delta.
