Claiming an abandoned car?

Right, after days/weeks reading endless threads about this there still seems to be no definitive answer as of yet.
I know of a car (03 plate) that has been left standing for 18 months now, here is a bit I have found out about the car
1) no tax (run out 01/12/2011)
2) only one registered keeper which was 2003-2007, since then it has had no RK
3) not stolen or recovered
4) no finance on it
5) police checked the car out about a year ago and it has no markers or interest to them
6) not declared SORN
7) not insured
8) not a write off
I have been to police and the LA neither of which have any interest on it, I have also sent a V888 to the DVLA to request the RK. if there is no RK I will send off the V62, if I get that then I will get the keys and so forth.
now this is the bit no one has an answer to, at what point will or can I become the owner not just the RK?
I understand I can sell it on as long as the next buyer knows how I got the car, could I just sell it to webuyanycar or to the scrap yard?

I just don't get how you can claim someone else's property just on the basis they aren't using it. Is the car on a public road? If so then the LA or DVLA should take ownership, and I think they are legally obliged to crush it if they do. If it's on private land then you'll be committing an offence if you claim it.now this is the bit no one has an answer to, at what point will or can I become the owner not just the RK?

I have some old photos I haven't looked at for a few years. Whose are they now?
There was a van in my old work car park that had been there for over 2 years. The landlord got fed up and tried to obtain the owners details, but it wasn't registered to anyone.
They asked me to get it shifted for them, so in my lunch break I broke into it, connected up a jump pack and hot wired it. It ran ok, but the steering lock was on, and I didn't want to break anything. So whilst I went back to work to ponder the best way to remove the lock, the owner came and moved it with the keys.
Whilst some cars may look abandoned , it's actually the owners just taking the piss with someone's land.

If it were on Private land and I had the land owners consent, I would Put a notice on it saying if not removed within 28 days it will be removed and ownership will be considered to have occurred. I'd get landowner to sign a witness statement to say that had happened, so if it ever went to court, I'd have a defence for stealing, I'd then apply for V5, go to dealer, get a set of keys and a print out of service history, get it insured, take it for an MOT, get it taxed, and flog it on ebay.
In fact I couldn't be arsed. I did have the opportunity once, but CBA

Yes, it seems a lot of trouble. If I saw a car I wanted on Private land (e.g. a trader's site) and I had the land owners consent, I would Put a deposit on it saying if not removed within 28 days I'll sign the finance chitty it will be removed and ownership will be considered to have occurred. I'd get trader to sign a witness statement to say that had happened, so if it ever went to court, I'd have a defence for buying, I'd then apply for V5, go to dealer, get the set of keys and a print out of service history, get it insured, take it for an MOT, get it taxed, and drive it.

this had reminded me of a fairly decent looking white BMW that's been sitting in the underground car park near where I work - the tax is out of date and all tyres flat as a pancake. its been there a good a 6 months. There is however a piece of paper stuck on the back window with 2 mobile numbers on it. It looks to have had some modifications done to it. Not sure why someone would leave it there - its in a very conspicuous place, looks in very clean and in good nick?? the NCP guys don't seem very bothered, they probably think the guy just parks in the same spot lol
Have read all the posts and have not learn't very much so far ,where are the people who have :- " been there done that" ? there must be numerous persons that have claimed abandoned vehicles in the past under various different circumstances.I know I have over the years, but since the EU directives started creeping in ,it is difficult to keep up with the law as it seems to change so quickly. With thousands of new regulations being placed on the statute books every year it is hard to stay current.I do wish people would refrain from saying :- " I think!" instead of " I know!" To have an opinion is so misleading When most average persons get it wrong.
Hate to resurrect such an old thread but something linked to his has come up recently.
Someone i work with has their ex-partners car in their garage.. they have made contact numerous times over the past 3 years but the owner has not bothered to come and collect the vehicle. With this in mind she has been unable to use the garage but is clueless with what to do and the council/dvla arent interested.
As the land owner is there anyway for her to claim ownership/abandonment.. she isnt bothered whether the vehicle is removed, scrapped or sold but she just wants the garage back.
What is the legal way of getting the vehicle moved? she cant just 'push it out onto the road' as the council are aware the vehicle is in her garage.

I'm pretty sure she can. It's the registered keepers responsibility to shift it, not hers, regardless of where it was before it ended up on the road.Just to be clear she doesn't want to 'claim' it and keep it, just wants her garage back so pushing it onto the road and letting the LA deal sounds the best option as they have, so far, not been interested in helping at all.

Ok so I have read all the comments in the posts, both here and elsewhere.
I know where there is a vehicle (Audi TT Quattro 2003) it is in a basement car park on flat tyres and covered in dust. It has been in this position for 3 years, the owner must have been a tenant in the apartments at one time but has long since gone as the space it is in has had various tenants who complain about the car in their parking space.
Request for owner information from the police reveal only an unpronounceable name and the address is only the name of the town we live in. The car is not stolen and is SORN
The car looks to be in very good condition
My question is if I follow up and become registered keeper can/how do I sell it in the future?
Thanks for responses in advance
