Oh, it is true about convertibles. Since they have no roof, they can not be an enclose space and as such the non smoking rules don;t count.

Yup, which makes it even more stupid.
Arguably it does, but you will also find that most company car policies either mandate or strongly discourage smoking in company leased vehicles anyway.

Further, those whose car policy and allowance extends to cabriolets will tend to be in a senior role that comes with a 'status car' rather than 'job need' car and as such are expected to set an example to the 'job need' drivers by not breaking company policy!
