I think you need to reword it to "The council COULD do more", but quite frankly I dont want to pay another £50 a year for the possibility of a little snow..

Its not harsh to say that you were driving without due car and attention and clearly were not reading the road adequately.
The only blame here can be laid on the driver and all these people complaining about councils and gritters need to have a reality check.
