I just find the Panzer badge ironic since the Jeep is clearly not a tank and would have been used in WW2 to avoid Panzer contact.

Though it would be even stranger to have Kübelwagen on the front.

Might be laxer rules in the state that is registered, a lot of old american hotrods seem to have front wheels without any 'cycle wing' over them.

Whilst running fenderless is illegal in some states some (not all) have specific exmeption, allowing hot & street rods to run without fenders legally. Mostly the result of lobbying by SEMA, which is a good thing.
