I believe there's a rather tricky offence called "perverting the course of justice" (i.e. by trying to evade speed cameras or by avoiding identification in an accident) which can be used instead of the simple fine for no plate.

Penalties are unlimited.

Also there was a guy in southampton who got identified through cameras by his bike and model they narrowed down to six different individuals, then got him by his leathers (Quite literally!!), he was doing 90+ in a 50 around southampton if I remember.

happened to an ex work mate of mine, used to go past this front facing camera at up to 100mph in a 30! its amazing how many bikers speed past front facing cameras on a day to day basis and don't think that the BiB will work out that its on their commute and wait for them one day!

You must have a front plate as stated

however if your car is imported from a contry that does not have front plates then you may fit a smaller plate, however the lettering must be the same size/distance as that of a bike's rear plate. This guidence is on the DVLA's website. I used to run a small plate on my Supra as the front bumper would not fit a normal UK plate, the amount of times I had to show the reg's to the police was quite amusing.
