If there aren't places to safely overtake, the cyclist should pull over regularly to let drivers past in the same way that a tractor would (or at least should).
Let's be honest, this doesn't work or happen in real life. I get irritated by cyclists when driving so when I'm cycling I stick as far in as I can unlike all the lycra loonies who cycle in the middle or side by side if with mates.

I trust my cycling ability and reaction times to move out of the way of nearside front corner sticking out of a line of parked cars.

Anyway, this thread isn't about cycling; it's about the people try and pull out but can't see a thing because they are up against the kerb. It's dangerous for oncoming cars too.

It is, and I didn't know this (at first) when I was working there a few years back.

First I knew was a Kiwi bloke shouting 'dhead' at me for no obvious reason.

Or maybe he was commenting on my choice of wheels: the almighty Toyota Curren.

True, but cars in practice almost always do drive a good meter out from parked traffic. It has to be very tight that you get closer than that in a car.

I'd never heard of this rule until I got done for it in Sydney ( even though the road was a dead end rolleyes ). My fine was something like $120AUD I think (about five years ago).

laugh err... yes well spotted - I had moved it to a "safe" space before taking the pic biggrin
