Yep ECE Regulation 98 and 48 are totally irrelevant here:

Our Lupo GTI has Xenon headlamps (as all Lupo GTI's do I think) but doesnt have self levelling or headlamp washers.

The Lupo GTi's for sale in the classifieds all seem to have the flush round pop-out headlight washers just below the headlight - are you sure yours doesn't?

My Lupo GTI has washers and levellers.
Washer reservoir needs to be over half full for the washers to work, and the self levelling doesn't have the up down fanciness evident in other self levelling systems on start-up.

Cars do not have to have headlamp adjusters and not having them does not make the fitment illegal. Of course, this does not make the lamps legal, but the mistake made makes the FPN spurious, in my opinion.
Ahh right. Well, Your not the first person to say that to me today (offline of course).
Thanks for your reply and going against the grain so to speak. I'll keep it in mind for future reference.

Ah well then, I stand corrected.
Ours has the round flush holes beneath the headlamps, perhaps they are just inactive for some reason.
I will investigate this further.

Are you sure? My LS does it at engine startup, lights on or off it makes no difference.

Try turning the engine on with the headlamps already on.

Yep it smells fishy, I'm yet to see an EU spec Renault with factory HIDs that doesn't have washers. OP why don't you give us your VIN? Is there a way to verify it online, something like Ford ETIS?

They said they took a chance that mone wouldnt be factory even though there is no difference to mine now than from before other than the ballast saying Philips and not Renault.
What? Both youe Xenons died? Unusual even for a Renault.

It's legal due to a regulation that overrides UK law for foreign cars if the actual part is factory fitted and to the country it came from's standard.

The guy at the fiscal was helpful and said any more problems call him directly.

And the bit about how the legislation actually does support that.

Not at all, I have a 2003 S3 from Gibraltar. But it has Xenons and washers and adjusters as it is UK spec. it also doesn't have 10000 'Kevin' bulbs in it that are gay pink and mean the rozzers pull you over for being an annoying tt!

In UK, if you call the cops and tell them that you dispute their ticket, they dont tell you to just forget about it!

Of course we'll only know for sure if the OP posts the piccies up of his bulbs as was requested earlier.....biggrin

Weirdly I am ex military, but I just drove the thing, someone else fixed it!

Ahhh so you was what they called "A vehicle aimer", my claim to fame was that I progressed from a motorbike to HGV3 thus by-passing taking a test in a car, which in later life caused a few shocked faces when one took a test drive, and mentioned one hadn't actually taken a test in a car to the salesman sitting next to you biggrin

Anyway lets see his bulbs/lamps.

So there's a law that applies to all cars but then is countermanded by a law that exempts 90% of them. scratchchin
It's an EU "law" - http://www.dft.gov.uk/pgr/roads/vehicles/sectionec... . All Xenons are illegal under UK law. What stops people being done is any car sold in the EU has to have ECWVTA and this legalises the car, as it comes out of the factory, as a single entity.

Is it just me that is a bit cynical but that all seemed just a bit too easy to get the ticket cancelled with a couple of phone calls with no apparent exchange of paperwork / evidential backup of claims.

Sorry but that's my view, regardless that the requirement for washers and self levelling does not apply universally. Devil in detail as always.
