New neighbour has an old mini with some sort of custom exhaust.
I don't mind a bit of engine noise but am getting a bit tired of the house vibrating every time he starts it up and repeatedly revs the arse off it before pulling away, at idle it's not an issue at all.
Before I pop round and ask if he could be a bit more considerate can I ask you guys if there's a genuine need to pump the throttle on an old car like this? I've only owned modern vehicles so wouldn't know if there is a such a requirement.

It depends on the set up or he may have a problem from cold starts. My 1981 VW has a twin weber setup with no chokes. This means from cold I need to manually give it a few revs (and then manually hold the revs higher) at the beginning just to keep it running. I need to do this for five minutes before setting off.
However, mine is not too noisy or disturbing for my neighbours. (or at least they haven't been brave enough to ask me to be quiet yet )

Hmmm ok, glad I asked.
This is definitely driver throttle input, not just a higher rev idle on start up.
3 or 4 big stabs of throttle EVERY time he gets in, which is a lot as he's a young lad popping in and out all the time. Seems very nice though so I certainly don't want to be a dick about it, just suspect it's cause he thinks he's Steve McQueen unless you guys say otherwise.

No difference at all between a choke and electronic ignition? What about if it's got fuel injection instead of a distributor? Is he giving it some revs till it starts to run on all cylinders?
Starting my XK150 it sometimes takes a bit of prompting to get them all running.
Of course it could just be that he like the noise it makes.
I've got an XKR and that has an annoying rev a bit feature built into the engine management system by some PFY in the marketing dept. Every time you start the engine it makes a noise just to tell the world it's there.

b) didn't take it out too often.

Because the OP is clearly civilised and the kid is almost certainly just being a kid. Ergo, it seems like one of those situations where saying something in a lighthearted way would seem the correct course of action. If the chap was some terrible oik then it strikes me the OP would have mentioned this but seems to have implied the opposite. Maybe stick the URL to this thread under his wiper. He can then become aware that his noise is a little annoying and if it isn't essential to keeping the engine running he can temper it and at the same time he can post up some pictures and tell us what he's done so far with the car as everyone likes minis.
I'd go and see him and in a friendly manner, ask about his Mini and its engine. Get him to start it while you've your head under the bonnet and enquire whether he's got it set up right, talk a bit about the choke, idle speed, etc. etc. and see if you can't tweak it so repeated reving isn't required. You never know, he might appreciate your interest and knowledge.
