I'm sure that there are several ways to do this, but how can I set up a win 10 device so that it can only access local ip addresses and not the internet using wifi?

Out of interest, how would you do the same with it plugged into the router?

Is this ridiculously easy, utterly impossible, or really boring?

depends what level of no internet you want, and if you have multiple subnets on the lan.
If you simply don't configure a gateway/default route, you will only be able to connect to devices in that subnet.
This is very easy to do if you are able to set a static IP
The main problem with this approach is you are not blocking access to the internet, just not configuring it, there is nothing stopping a user with enough privileges to add routes to add it themselves and gain access to the internet.

To fully block access you need to use firewall rules, and you will have difficulty locking things down sufficiently if you want other clients on the same logical network to have internet access.

Thanks.

I'm trying to stop the internet accessing the device rather than stopping the device accessing the internet.

So I want to stop windows downloading updates causing the device to restart.

I just want the device to have uninterrupted access to one local ip address 24/7.
