If it's internet radio, then the data costs are going to be steep when you could buy a compact radio for a couple of quid, or maybe even blag one for free within the circuit (Audi were giving them away a couple of years back). In terms of not being able to hear the racing, I've got a pair of these: http://cgi.ebay.co.uk/MAXELL-NOISE-CANCELLING-EARB...You can get them for about £20 if you hunt around, they do an excellent job of electronically cancelling out the bass in background noise but you can still have a conversation wearing them, and they run off a single AAA battery for about 20 hours at a time. I believe the Peltor ear defenders are about £100 so if you don't want to spend that much, then something like these hooked up to whatever pocket radio you have could be a good substitute. And you will still be able to hear the radio clear as day.
