We accidentally went through Rouen city centre on Wednesday afternoon, not too bad actually. Rouen has some nice streets (and some not so nice "streetwalkers").
Came back via Oissel , which takes you the other side of the river and the reconnects just before the Tunnel.
This was at 9am yesterday and it was fine. I'd probably use that route both ways in future, and at one point there is a commercial area which probably has a Carrefour or similar for stocking up with beer (in cans!).

Route we took there and back this year and have done for years. Worked fine heading south last Tuesday, drove straight through. Going home north (approx 1pm Monday / yesterday after driving around the defunct Rouen F1 circuit) the traffic on the southbound carriageway was queued up for quite a way on the A28 approaching the bridge.... so luck played a part.Came back via Oissel , which takes you the other side of the river and the reconnects just before the Tunnel.
