I can see where you are going with this. .. But, the water has a high thermal conductivity to take heat from the engine and to the radiator where air cools it quickly by flowing across the fins. If the water was stationary it would boil rather rapidly. In a coolbox the high thermal conductivity of the water will chill the beer quicker. It also increases the surface area in contact with the beer.
Then water has a higher heat capacity and density than air which means it takes more energy to raise the temperature of water by 1 degree than the same volume of air. Its energy transfer from outside to in which heats it up.
You could try wrapping the coolbox in foil. . Shiny side out to reflect IR radiation.
Lastly keep the cool box covered in wet towels. Latent heat of evaporation will reduce the internal temperature by 5 degrees.. slowing the rate of ice melt.
To make the coldness last longer run a 2 stage cooling process... pre cool from the box by submerging in fresh tap water which will get the temp down from 20+ to about 12 degrees (average ground temp which the water pipes will pass thru). Then after about 20 minutes they can transfer to the 1 degree icy water.
1 final thought.. buy an ice maker

Stand cans or bottles in a shallow basin of water with a wet towel draped over the top with the ends of the towel in the water. The sun evaporates the water from the top cooling the beer and fresh water wicks up the towel from the basin. Even on a summers day in the south of France it'll keep the beer cool all day as long as you top up the water every now and again.
Some interesting suggestions here, we have ordered a couple of decent coolboxes claiming 4 day cooling or something like that. This along with various trips for ice should suffice, but I also have the builders bucket ready to fill with cold water.

A bucket full ice, add your cans, top up with water, then add loads and loads of salt and gently stir.
The salt allows the water to get down to below freezing resulting in a much colder beer.
The bulk of extra cold water means it actually takes longer to reach ambient temp than the non salted recipe - and this method works so efficiently you can cool a whole bucket of beers in about 10 mins.

Haha... just realised who the op is.. This is Simon from Those Chaps. If none of the above works you can always pop round ours as we're taking the fridge freezer again. I'm leaving the dress at home but will have plenty of duct tape

Alright Si, how are you mate? When are you heading down? We are eurotunnel 7:50 am wednesday in my A4. I'm sure we'll be able to find our way over, we are on houx just next door. We did this last year in a coolbox full of stubbies. Not only did it not work fantastically compared to simple ice/water mix but also every mouthful from the beer bottle came with a saltwater chaser . I've had good results with the technique at home but three bags of ice and an entire container of table salt didn't really make a dent.The salt allows the water to get down to below freezing resulting in a much colder beer.
