It isn't if you look closely. As I have always understood the system, the weekend must be in the same month, so the weekend of 30th April/1st May wouldn't be included. Now I stand to be corrected since the rule seems to be observed in the breach at times, especially with World Cups, F1 and so on. No doubt someone will correct me.

Except when it isn't, 2013 (25th - 22/23 June) and 1998 (23rd - 6/7 June) being the most recent exceptions that prove the rule. No idea what was going on in 1986 (22nd - 31 May/1 June), 1968 (39th - 28/29 Sept) or 1956 (30th - 28/29 July), and of course the first race (21st - 26/27 May).

In 2013 they announced it for the weekend before, then Bernie stuck his oar in.
