Spotted this cute car @ Stoneleigh, what is it?, Mini based?

Anyone know who owns the rights to build these cars, the moulds etc please?

As far as I'm aware the Rochdale owners club still own them, I think there were two models, the phase 1 and 2, the main difference being the opening rear hatch on phase 2, I think there were plans to remake them a few years back but came to nought.
