A friend's old TVR

What are the small lights that come out of the body in front of the headlights? My car has black plugs in those spots. Do they have their own switch? or come on with other lights?
Were those installed at the factory?

Side Lights come on with light switch with column stalk on side lights as fitted to Royal enfield and still available from India
