I doubt you are, there were Brazilian motorsport drivers for years before they got a GP, it is just the other way 'round now, the track arrives and as [hopefully] a Bahranian or Korean star emerges the seed will take.
Rather than relying on playboy millionaires to get the country enthused F1 is putting the track there and the event.
Personally I'd like to see top class F1 racing from any and every country that can host an event but I also see that we cannot have 40 races a season apparently.
GV's point is interesting in that he has picked up on the back to front nature of F1 in these "new" countries. F1 comes first followed by (hopefully) a motorsport culture.
Which is the complete reversal of how motorport developed in its traditional areas.
Whether this is a viable way of growing motorsport in a non motorsport literate part of the world is debateable. But only time will tell if it works or not.

It all depends on whether the hassles of being away from home every other weekend and the sheer bloody drudgery of it all is deemed worthwhile.
