I am planning on purchasing a pre 1966 MGB Roadster to run firstly in the Classic Hillclimb Championship and then (finances permitting) possibly run later in historic racing to FIA Appendix K. The modifications I can use for hillclimbing are pretty open but I believe the Appendix K mods are tightly regulated so to save money later if I decide to go racing can anyone advise what the best/normal modifications for Appendix K are?

You need a copy of the homologation papers which I believe you can get from the MSA. Most FIA cars are tricked out but are still accepted. Not many people not running a steel crank, rods and forged pistons all of which are not really FIA legal.

I would concentrate on getting the weight down to 830 kg if at
all possible. It will help whatever.

You will probably end up spending a disproportionate amount
of time and money getting the car working properly on different
tyres. I would concentrate on Dunlop Ls as the gripper tyres will
show up the suspension and brakes.

Avoid any car offered with only an 1950cc engine. It's too big for
FIA stuff and nearly all the other championships.

Buy something thats already got the Fia papers it'll save you time and trouble..

maybe be talk to a couple of teams that run Fia B's

Nothing to do with me but there is an FIA B for sale circa £22k, you'll not build one from scratch for that.
