Having looked at the requirements surely you need a 1.6 (or 1.7) turbo, 4wd car to be competitive.
Or a Lotus Elise with a 1.6 K series in it if you want to be competitive in the N/A class.
If you just want to have a go in a cheap car just buy whatever you fancy and think might be fun to drive.

Turbo'd b16 power would probably be my choice aswell. But maybe in a CRX instead of a Civic as they are significantly lighter.If I read the rules correctly even something like this would be ok? http://www.pistonheads.com/classifieds/used-cars/h...

From the looks of it you don't have to have mega power as they are saying you could in theory run a road legal everyday car I have an impress and am in the middle of purchasing a s4 but want something I can learn to drive on the track before I build the impreza but I want to be competitive without spending mega money as I want to build the impreza to race in the future

What about a Rover Metro with a 1.6 K Series engine in the front of it? That gets you 115bhp or so out of the box and because it's the 1.8 with a shorter stroke, the VVC head and gubbins will bolt on and will get you 140hp without having to modify anything at all. You can also fit the K series turbo if you want to go that way. It'll be as light as a crisp packet and they are a fairly potent track weapon anyway.
Mazda 323 GTX or Mitsi Mirage 'Cyborg' were both 1600 turbo 4wd IIRC. Hard to find good ones these days though! I'm afraid being competitive without spending much money will only work if nobody else is spending much money either.
If you're just wanting to learn the tracks and have fun then I'd go for a Mk1 MX5 or MR2. Both are great cars for improving your driving as well as having fun.

Worth pointing out that as the OP is intending to race this in the new TA Pocket Rocket class then the regs state no engine swaps are allowed, must be original block

If you can make it to Brands this Saturday it would be the ideal opportunity to talk to the organisers, scrutineers etc.

The level of allowed modifications isn't very clear. If you only need to keep the original block it will be more about finding a car with the strongest engine. That is assuming Caterfields and Radical clones are banned.http://www.timeattack.co.uk/classes/
