Precisely.And, no matter how hard Ferrari fans try to believe it, there still isn't any proof that a) McLaren actually used the data, b) anyone other than Coughlan, PDLR and Fernando were involved or c) what evidence the FIA did have was anything other than circumstantial at best.
This latest 'leak' seems to suggest the info Renault had was rather more thickly spread across the team.
Exactly, Renault deserve a harsher punishment than McLaren because:
1. The data was stolen, rather than provided by an employee of McLaren
2. The data was more widely distributed inside the team, including being loaded onto the team's computers.
3. The data was held for longer than McLaren held theirs.
All the FIA showed in McLaren's case was that three employees were discussing the data. Coughlan, De La Rosa and Alonso. McLarens engineers were unaware of the Ferrari data and testified to that effect. In the case of Renault it was stored on their computers for several months.
The evidence against Renault is more concrete and more damning (the crime was worse, because the data was stolen, rather than supplied) than that against McLaren. As such the punishment needs to be harsher. But the FIA can't fine them too much, or Renault will quit F1. But they have to, or they will be seen to have behaved vindictively against McLaren. But they can't, because Renault will quit F1. But....

Quite why F1-news is suddenly making out that McLaren are leaking data to the press I don't know. Its been reported for a couple of weeks now that a significant number of Renault employees had viewed the data and that they even used some of it to check with the FIA if a design of mass damper featured was legal or not.
It is entirely possible that Max will re-use a line he's used previously; paraphrasing, it is that McLaren needed to be dealt with by the FIA becuase their alleged infractions directly affected a World Championship. He used this to justify the FIA not getting involved with the Ferrari-Toyota issue.
Obviously his statement is internally inconsistent - there were two World Championships in the balance, and no action was taken to "redress the balance" for the WDC - but that doesn't mean he won't use the same line again to justify ignoring the Renault issue to death.

The lack of consistency is the worst thing here. It should be that we already know what the punishment will be for a particular infringement of the rules. The issue then comes down to a simple one of whether the rules were broken or not. The fact that the punishments are so arbitrary is very amateurish, and the premier motorsport formula should be better organised than that.
