Why the review? Was the rule unpopular with competitors? What exactly is a rain light?

when it rains whilst racing the spray can be unbelievable, particulary with open wheel cars formula ford F3 F1 etc. so to ensure all can see the car in front, we all need rain lights ( fog light etc)

3 or so years ago e all had to change from E marked fog lights, to a LED bright light ( never realy saw a huge difference myself, however rules is rules so £60 later, lights fitted.)

now they are / were saying we need to have an new light marked fia approved.
though the lights are more or less exactly the same as the old ones, ( but for the fia mark) we still have /had to fit them. there is no good reason for this.
not sure why the change of heart, or even a delayed change.
