IMO they shuld mandate the use of starter motors in F1 cars, then when someone stallks on the griod there is less disruption, they just fire up the engine again and start the race a few seconds later than usual.
Theres also a safety arguement, during one of the Gp2 races Aleshin's car ended up at 90 degrees to the track with the engine stalled on the last corner.

In 1973, that Tyrrell was a pretty advanced car for its day. Popular thinking amongst car designers at the time was for the car to have a "low polar momentum" which resulted in fairly short wheelbase cars and/or transverse gearboxes (like in the Ferrari 312 T3).
